OpenAI sets approval requirement for model routers and AI gateways
OpenAI will require approval for services offering direct model access under revised usage rules taking effect November 20.
OpenAI announced updated usage rules on October 21 that require model routers and AI gateways to obtain approval before providing direct access to its models. The changes take effect November 20, 2026.
The company said hosting and reseller partners must maintain protections aligned with its own standards. Partners must investigate suspected violations and coordinate enforcement so access restrictions remain effective across providers.
OpenAI said some protections operate inside its models, while others rely on the services surrounding them. It is also developing SafetyIDs with customers to distinguish individual users during investigations without learning their identities.
The company said it will continue refining abuse detection and explaining compliance requirements. Access restrictions can be reconsidered when changes in behavior or safeguards address the original concerns.
