OpenAI finds rapid but uneven growth in EU business use of AI agents
OpenAI says weekly users of its agent tools at EU small and medium businesses increased 8.1 times since May, with adoption varying widely by country.
OpenAI released an analysis on October 14 showing growing use of AI agents among its European Union business customers. Codex and ChatGPT Work produced over half the output tokens in its sample of EU enterprise customers.
Weekly users of those tools at EU small and medium businesses increased 8.1 times since May 2026, with gains in every member country. The analysis classifies these businesses as having no more than 200 associated users. Among enterprise accounts, the tools' share of generated tokens ranged from Slovenia's 22% to Lithuania's 85%.
The figures describe activity on OpenAI's services rather than the entire EU market. They also show uneven usage intensity: in September, the most intensive EU firms generated over four times the tokens per active user of typical EU firms. Leading firms outside the bloc exceeded their EU counterparts by more than twofold.
OpenAI called for broader access to advanced tools and more worker training to help businesses deepen adoption. The analysis identifies those priorities without establishing that higher token volumes alone produce productivity gains.
